Job Description

The Decommissioning Lead Provides overall leadership, governance, and delivery accountability for the Prax LOR decommissioning programme, ensuring the site is maintained in a safe state, safety‑critical decommissioning activities are prioritised by risk, and decommissioned units / interzonal pipelines are progressed through clearance and handover certification while supporting the broader “future use readiness / preservation”.

Core Responsibilities

• Own and drive the decommissioning priorities, including continuing safety‑critical decommissioning prioritised based on risk, progressing cross‑area (interzonal) line decommissioning based on risk, and supporting utility system rationalisation where required.

• Ensure units are maintained in preservation where required for potential reuse, aligned to the stated objective to leave process units in a safe state and in preservation for future use cases.

• Lead on all safety and environmental activities during decommissioning execution, ensuring full compliance with site standards and procedures, and ensuring high work standards across teams and contractors.

• Ensure decommissioning work is executed in line with defined safe opening / clearance criteria and risk controls (e.g., criteria for safe opening, battery limit blinds, removal of pyrophoric risks).

• Provide leadership and coordination for a decommissioning planning and delivery team, ensuring safe, efficient, timely execution of the decommissioning plan and approved variations.

• Act as focal point for coordination of planned decommissioning activities and maintain open and effective communications with site leadership teams.

• Build an effective decommissioning team and continuously monitor capability, implementing necessary developmental actions.

• Set clear expectations, enforce standards, and coordinate work across staff and contractor groups

• Accountable for facilitation and maintenance of the decommissioning plan and annual budget management for the decommissioning programme.

• Accountable for prioritisation and execution governance of the following decommissioning workstreams

o Removal of pyrophoric risks and works that support these activities.

           o Catalyst removal works.

           o Interzonal pipeline clearance works.

o Implementation of operational and environmental procedures during execution of decommissioning work.

• Own the handover certification process for decommissioned units/plant/pipelines

• Ensure decommissioning outputs align to the “safe state” requirements reflected in transition/APA preparation materials

Education Requirements/Key Skills

• Demonstrated leadership ability to build an aligned team, provide direction, and drive critical operating tasks to achieve results.

• Strong working knowledge of safe execution expectations and discipline to maintain compliance with procedures and standards during field execution.

• Capability to plan, coordinate, prioritise and execute work in response to safety/environmental/program challenges and maintain effective coordination with leadership teams.

• Ability to manage decommissioning programme planning, scheduling, execution and budget stewardship (plan + annual budget management).

Providing Energy. Improving Lives.

The Humber Refinery is playing its part of the UK’s decarbonisation efforts.

As a part of the UK Government’s net zero ambition, the Humber Refinery is on a journey to become the Refinery of the Future. With proposed plans for a number of projects including to implement a first-of-a-kind FCC carbon capture project, the Humber Refinery is part of Humber Zero, a world-scale concept to reduce UK industry carbon emissions, saving up to 8 million tonnes of CO2 by 2030 from the Immingham industrial area.

On top of this, the Humber Refinery is the UK’s only refiner producing Sustainable Aviation Fuel at scale. It is also the only European facility producing battery anode coke, which forms a critical component for lithium-ion batteries used in electrical vehicles and in consumer electronics. Our current production of battery anode coke is equivalent to placing 1.3 million EVs on the road every year, and we are developing multiple projects to expand this capability.

We are on an exciting journey, are you ready to join us?
