Job Description

Support the Refinery Emergency Response leadership in expansion of Phillips 66 Emergency Response provision to cover newly acquired assets.

Core Responsibilities

  • Develop operating and maintenance plans for emergency response equipment.
  • Support establishment of updated emergency response plans
  • Support training of new and existing emergency responders
  • Support compliance with COMAH offsite and onsite regulatory requirements, including crisis management and emergency response
  • Develop and lead emergency response exercises
  • Provide incident response senior leadership support to all assets as required.
  • Lead completion of maintenance and repairs on emergency response equipment and infrastructure, including fire mains and fixed and mobile fire equipment
  • Support establishment of Breathing air and gas monitoring provision
  • Assist in review of security provision at all assets
  • Advise on statutory regulations relative to fire protection/prevention
  • Support incident response leadership if required

Education Requirements/Key Skills

  • Qualified Firefighter with a minimum of 5 years’ experience
  • Detailed Knowledge of Fire Safety Regulations
  • Knowledge of specific hazards pertinent to Refinery processes
  • Detailed understanding of Refinery and oil storage emergency response provision
  • Proven project implementation ability
  • Proven leadership experience in Refinery emergency response settings
  • Proven experience in development of emergency response, crisis management and security plans
  • Proven track record in development and implementation of safety and emergency response training
  • Proven ability to interface with public services and regulators at all levels
  • NEBOSH General Certificate (desirable)
  • Fire risk assessment qualification (desirable)

The Humber Refinery is playing its part of the UK’s decarbonisation efforts.

As a part of the UK Government’s net zero ambition, the Humber Refinery is on a journey to become the Refinery of the Future. With proposed plans for a number of projects including to implement a first-of-a-kind FCC carbon capture project, the Humber Refinery is part of Humber Zero, a world-scale concept to reduce UK industry carbon emissions, saving up to 8 million tonnes of CO2 by 2030 from the Immingham industrial area.

On top of this, the Humber Refinery is the UK’s only refiner producing Sustainable Aviation Fuel at scale. It is also the only European facility producing battery anode coke, which forms a critical component for lithium-ion batteries used in electrical vehicles and in consumer electronics. Our current production of battery anode coke is equivalent to placing 1.3 million EVs on the road every year, and we are developing multiple projects to expand this capability.
